Actually it's hard to say which general you buy first but there are some strong generals like Rommel for tanks and there are too many and every paid general is strong but depends on the situation and use of there skills

Avoid as many enemies as you can and reach the target avoided enemy can be stopped by infantry troops attack they target with all cavalry troops you have i hope this will work .
