Isaiah 28:11 is about a mocking voice in a foreign language that God will speak to His people with, because the priests and the prophets were all filling their tables with vomit instead of the truth of God's word. It's a prophecy of Assyria defeating the northern tribes or maybe using them as a warning for Judah because they were astray from God because of false teaching and the general sinfulness that it caused. Not a great choice of scripture to support the Pentecostal understanding of tongues. I'm charismatic , but this is why I'm not Pentecostal. I love this guy, his teaching is generally great, but who taught you about the book of Isaiah? I'm not even a pastor but I figured that out in about 5 minutes by reading the context. Don't just read the english translation, check the meaning of the original text
