No, this mix is made from baking soda and white paint. Its the baking soda that gives it the texture.

Hi, sorry for the late reply! I have only just seen your comment. I have a new video showing with a hoop and next weeks shows two different ways also on a hoop. Quick sum up though, use floral wire to attach and pre make bunches in the desired fanned out style. If a large hoop I would use floral foam or chicken wire though attached to the hoop.
