Neurons do not think per se. Your nervous system is made of neurons. It allows you to think. A city is also made of non-thinking entities. Can a city think? That was an interesting speculative concept expressed in a documentary and it's a great concept for sci-fi. My house has some mold problems and if we look at this idea, my family and I are small symbionts trying their best to cure our house.
