That is far from the truth though. As we know Joker is not just 1 person. Everyone can be Joker. So the personas will just change but Joker will remain the same thing. Batman understands Joker and can counter him but a different Joker will be harder for Batman to counter. Also Joker drove Superman crazy and made him a villain. As normal as a human can be Joker has proven to make everyone a villain. Everyone except Batman who has the mentality to battle him. As long as Supes can be mind controlled and his heart can be easily broken he can only take on villains of his calliber who fight with power instead of mind. And thats why the team is there for them to beat both power and mind villains

So the reason that Superman doesn’t help Batman is plot armor.

Batman's villains are unlike any other DC heroes' rouges gallery. They usually have no moral compass, no "code" limiting their actions. Also most of the body horror and insane villains are almost all Batman villains. So basically Gotham has a sort of quarantine on it, with Batman and the Bat Family keeping the worst of the worst contained. The few times one of Batman's villains goes after another hero it's abject chaos and mass destruction. Plus with The Justice League wiping a portion of Batman's memory, when he caught them wiping the minds of criminals from a past story arc, Batman no longer trusts most of the other heroes to even help.

This is just kids level of story at this point. No adult would find thi entertaining
