Not paying tax on pension contributions is not exactly an incentive. It is deducted before tax because the taxpayer has not yet reached the retirement age where the pension will now be fully taxed. If it's taxed monthly or annually it means there'll be double tax

It can't be that 2% is deducted directly from an employee because they only contribute 1% and the employer the other percent
