Floch also kills anyone who disagrees with his opinion. Oh yes, it is definitely a peaceful existence for the people of Paradise.
If you do something, than do it Right. Don’t do a half-assed genocide and stop at 80%. In the end, all his crimes and horrors he committed, were pointless and he didn’t achieve anything. If he pulled through to 100%, there would have been peace for his people.

But if it really was Erens goal to have long lasting peace for his people, then he should have eliminated 100% and really finish the job. That’s the only way to end such a long lasting conflict. Otherwise the circle of hatred and war will just continue forever. And that is exactly what we see at the end. Everything Eren did and every one, on both sides, who had to die. It was all meaningless. The war began again, and his people had to suffer again. Just because he didn’t end it, when he had the chance.

I think Isayama wanted to portray national socialism here. I don't know where you live but here in Europe nationalism has left deep scars. A French general said “patriotism is loving your country, nationalism is hating that of others”. I think it's very well illustrated here. Since Eren has seen the future he decides to raze everything. But in doing so he kills innocent people and hurts the people he loves. Is he a hero? No. Just a young boy disturbed by the death of his mother who has a deep rage within him. As for Floch.....this guy takes advantage of his position next to Eren to feel like he has a little power. Don't forget that he wanted to disobey Erwin because he was scared. He points his gun at his friends, has his instructor beaten to death for absolutely no reason.....a coward in fact. But that's just my point of view :)
