Actually a trombone and horn :) Wagner wanted an instrument with a tone between the two

Thank you for your comment. The instrument used is the tenor tuba（B♭ wagnertuba） described on the sheet music, but the two parts described as Bass tuba were also played using the tenor tuba（B♭ wagnertuba）.

That said, keep in mind that in other music (e.g. Holst's Planets), "Tenor Tuba" is much more likely to mean Euphonium than Wagner Tuba in Bb
