Bro every time I’ve been there locals or whoever is around always say if you don’t live here you can’t fish here? Also super rude residents there if they find out you don’t live there.

Considering them fish are raised and never seen a bait or hook in there life. And on top of that it's actually a bait fish not fish food they get fed. Dropping a bait in tank raised fish is like dropping a bait in the trout fisheries grow out vats. There is a reason why it sais don't throw stones in. Cause they will eat them and die cause they don't know any better.
