Its because people that don't need to keep stealing, business do have a margin for loss but after people do too much they csn no longer support it. Thats why the closer you are to a poc neighborhood more likely things will be locked up.

A lot of people live beneath the poverty limit right here in Norway. Even if they get all the social benefits they can, they are still below the poverty limit. We have poor people. Plenty of them. It's just that those with a steady job are kind of ignorant, and refuse to believe it.
Very few here are rich. A lot are poor. Our social benefits often put people far below the poverty limit. We're not as rich as some Norwegians that never have had financial problems seem to think. But nobody should be starving either, so if the standard is "not starving", I guess we are rich.
