What We Need to Know: CalABLE Accounts
Have you wondered how having a California Achieving Better Life Experiences (CalABLE) account could benefit your loved one’s financial planning? Well, wonder no more…
Individuals with a disability that occurred before they turned 26 years old are eligible to open an ABLE account (called CalABLE in California). Recent legislation increases the eligibility age of beneficiaries of ABLE accounts from the onset of disability before age 26 to before age 46 - beginning January 1, 2026.
Please join attorney Ellen Cookman to learn about:
- The benefits of opening a CalABLE account for you or a loved one
- What can funds in the CalABLE account be used for?
- Does having a CalABLE account affect receiving public benefits like Medi-Cal or Supplemental Security Income (SSI)?
- Who can open and contribute to a CalABLE account for an eligible beneficiary?
- How can CalABLE accounts and Special Needs Trust interact with each other?
This webinar will provide live Spanish interpretation.
This is a Connections California event, a project of Parents Helping Parents - Silicon Valley. Connections California is sponsored in part by the San Andreas Regional Center and the California Department of Developmental Services.

Because of my daughter's very poor academic skills aka even basic reading, writing, i am having to start homeschooling her all over again. She is 31, she needs to be able to read and write decently, and do even basic math. Her high school just pushed her through the special ed without learning a whole lot. She tried though. She just got too old (21) and had to finish. She needs the three R's in life if she is going to function better. I know i am able to do it since i lnow how she operates. Her FAS isnt too severe, its more moderate to mild. Have any of your children who struggled through school ended up mostly illiterate by the time they graduated? Did you help them successfully learn those things in adulthood? Im basically going to have to start ALL OVER.❤

My adopted daughter is all over the place. She is in a 31 year old body, with life experiences of similar to a 20-25 year old, developmental age of a teenager (though at times a little younger), academic abilities of 6-7 year old, or sometimes of an 11 year old depending on what it is. It is completely situational, not entirely random, thank goodness. But i am pretty much the only one in her life that is able to understand it and work with it, so I'm her safety net, her go to person. But she was mistreated by her stepmother, her father did little to help or understand, her father's parents expected far too much of her and ended up disowning her. My side of the family loves her unconditionally and tries to understand her, and asks questions and has good conversations with her, and is free to redirect her and help with things when necessary, and looks out for her. Unfortunately, we dont get to see my side of the family very much. My daughter is a complex person, and im glad to have her back in my life!

Betsy Monahan who is the HR Director and all around disgrace to all of humanity is harassing me as a private citizens in retaliation for taking the State and County to court for their and the Regional Center abuse and bullying by criminals like Evelyn McOmnie and I will not tolerate it! The only reason my family is disabled is because of the Regional Center who arranged brain surgery for my daughter's father in 2008 to conduct a study while he was sedated to analyze seizures and instead removed his temporal lobe without telling him so he could be a life long indentured servant of the NLACRC, Most of the Regional Center clients are forced medical servient from the legal/illegal immigrant and marginalized populations create from unethical and illegal surgery by USC doctors so you Karen's can have the job to further abuse them and withhold rights! The Regional Center executives stole my life, my rights, and now your going to continue to push me around. I dont think so. The Regional Center and LA County doctors did fare worse than murder my child they trafficked her and allowed multiple doctors to injure her repeatedly including sexually and all your providers did was abuse us further. You denied my child access to school and disability services in retaliation for the victimization your organization caused. Betsy Monahan, your HR make me coffee and step off my Constitutional rights! I don't work for you and my child has not been a client sine February so why are you contacting me reprimanding me and who do you people think you are! I was suicidal from all the abuse I had to deal with from all of you so my child could access her Federal and State disability rights for over a decade and she and her father had to forfeit them because of all the bullying so leave me alone, we were never part of the system, California is original with the Lanterman act that violated the 14th amendment. You are disgraceful monsters! This entire organization is a group of criminals that forced my child and her father out of their Federally entitled disability rights and are now harassing me and I will not stand for it.

How long does it take to transition from SSI to DAC? My friend received her first DAC check on September 3rd but also received an SSI check on September 1st. According to her Award letter her DAC check was supposed to be over $2,500 but they reduced that amount by the amount of her SSI check. I thought DAC benefits were supposed to replace SSI benefits if the amount is high enough.

Would the SSI determination letter from the SSA Admin Judge who established the onset of the disability on the claimants 18th Birthday satisfy the documentation requirements that the disability occurred before the age of 22? The claimant was terminated from the SSI program because they did not receive cash benefits for 12 months because of excess resources, so they are not eligible to be considered automatic under collateral estoppel..

My friend is 64 years old and has received SSI benefits continuously since she was 19 years old due to disability. Recently, she was instructed by the SSA to apply for DAC benefits but they denied her application stating there was nothing in the record showing she was disabled from age 18 to 22. We are appealing the decision and sent a copy of her Verification of Benefits letter which clearly states that she was found disabled under their rules on July 1, 1978 when she was 19. Shouldn’t this be sufficient?

If Child is getting SSDI on their own record marriage has no impact. The impact is only for Title II CDB/DAC benefit. The word SSDI should not be used for CDB/DAC. Both CDB and SSDI are Title II benefits, where CDB is on a parent's recored and SSDI is on one's own record. The latter has no asset limit.

In the interview I stated that I had a signed room and board rental agreement that my son would start paying me back pay and going further once his SSI payments start. He's only getting $154 a month and are telling me "It doesn't work that way" because I am providing him in kind support. He doesn't have a job and no way prior to SSI to pay me for anything and the measly amount now is not enough really either. I can't make him homeless without food so I have to help him. I have been receiving SSI since the age of 14, I am blind and have been blind since the age of 2 years old, I am 46 years old now, both of my parents passed away in 2014, my father passed away before retirement age and my mother passed away at the age of 63, at the time she lived in a assisted living facility in was receiving SSI and as far as I know she never applied for retirement or any other social security programs, I recently was contacted by my local social security office and was informed that I am eligible for the DAC program, and they told me that it was the law that I apply for this program, I never even knew this program existed until about 4 days ago, so I am expecting a interview call Monday to find out if I am eligible and able to receive this benefit, my question is ap why did it take so long for them to contact me about this and also is it true that it is the law that I have to apply for this, they also told me they will use my father's work history but not my mother's, but my father never really paid any sort of taxes or paid into the social security system, he always worked our jobs and was paid cash, he works at a steel foundry when he was a young man but it was only for a few years since his mid-twenties up until the day he passed away he worked basically under the table and was always just paid in cash for handyman jobs and construction work, whereas my mother worked most of her life in service industry such as restaurants and so forth but she always paid her taxes and paid into the social security system, so why would they go with his work history over hers unless they know they will save more money because he did not pay into the system where as she did?

BEFORE THE age of 22 iam now 37 and started my SSI benefits in the year 2005 now I had a representative payee who was my grandma and upon her passing in 2016 my sister became my payee well Social Security messed up and continued to send all my documents to my deceased grandma instead my sister who was my newly appointed representative payee I lost my SSI benefits in 2016 because of this well any I fought and fought for 3years finally getting my benefits back in 2019 but now my father is receiving is retirement benefits and my mother just turned 62 in October in her SSI just turn to Social Security but they're telling me I'm not entitled to childhood benefits do you know of away that I can argue that because I believe they are going by the date that my SSI got reinstated which is 2019 instead of 2005 when they initially started just figured I would ask or if you know anybody that can answer that or how can I argue this because I was disabled before 22

I am currently getting DAC if my mother is collecting off my dead dads check with Willow benefits would that affect my DAC payments and can I still live with her in the same house? Without my check changing.
