Focusing on leveraging old customers who have already bought is easier than capturing new customers, as the best people to sell to is somebody who has already bought. Obviously you have to constantly keep them warm in your lead funnel which can be done through emails, then you can also retarget these customers through ads in order to buy again or even have discounts or new products advertised through their emails to get some free money. Getting new customers is also very crucial as new customers are going to allow you to enter more people through your funnel to sell too, as well give you upfront income. Take some inspiration from MRR businesses (monthly recurring revenue) these heavily focus on getting new customers and then putting them through their funnel to buy more making the customers profitable over time. It's important to have upfront profitability but even if you dont, as long as you have a strong backend you can turn a $30 customer into $500 or more giving you a total roas of infinite compared to the initial front end roas. To answer your question BOTH are very important as eventually your already established clientele aren't going to be life time customers (note your customers are measured through something called the Churn Rate, which is the percentage of total customers stop purchasing over a period of time so you can know the total LTV of your customers) unless your product is so so so so damn good, but most likely they will eventually stop giving you money. So thats why getting new customers is important as well. Instead of focusing on ROAS which is just front end purchases, look at LTV:CAC ratio, this metric will turn your front end loss into a total profit. All this i learned from Finn, he's legit a legend!
