LGU+ is a famous telecommunication company in Korea. If you buy a sim card at the airport LGU+, you can get a Korean transportation card for free. And the transportation card can be used in taxis, buses, subways, etc.
Also when ur talking Abt incheon airport to seoul U mean seoul station? Because I will be living in myeongdong And myeongdong Station is 1 stop away from seoul statuom
You can go to Seoul station and Myeongdong station by public transportation. I recommend using the airport railway to Seoul Station. If you transfer at Seoul station, you can go to Myeongdong.

If you want to use data in Korea, you need to buy a Korean sim card or roaming with your local sim card. You can buy a Korean sim card at Incheon Airport LGU+.
