You don't need permission to fly in Frisco but you cannot takeoff or land on property administered by the National Park Service - which is essentially the entirety of the Outer Banks coast line. But there are a few areas that are not controlled by NPS. Use either the Airmap app or knowbeforeyoufly.org/where-can-i-fly to determine where you can takeoff and land w/o breaking any laws. Airmap app used to allow you to notify any operating air towers in the area that you will be flying - FYI there is one in Frisco - Billy Mitchell air strip. I would implore you to check if there are any other restrictions as the laws have changed since this video was taken. Also if you do fly there be very cognizant of wind conditions. Wind speeds out there can easily exceed the max speed of many drones.
