You should be able to put 15 lipsticks in your carry-on bag. I would keep them in a bag of their own in case aTSA officer asks to look at them. You are allowed to bring lipsticks and they're considered solid makeup. If you forget and bring a full bottle, they will let you dump the water in the trash right there. But it's easier to just come with an empty bottle. Most airports have filtered drinking fountains with a slot specifically for filling up a bottle.

You can put liquid and aerosol medicines into your carry on or personal bag and you don’t need to put them into a quart-size liquids bag (if you’re traveling in the U.S.). You want to make sure you tell the TSA officer that you have these medications with you before you begin your security screening. I recommend keeping these in their original containers that show the prescription. If the prescription label is no longer visible, I recommend a doctor’s note or proof of prescription. It can be a paper document or something you have on your phone. And you can contact TSA via the tsa.gov website if you have additional questions about traveling with your full-sized liquid and aerosol medications. Safe travels🤩✈️

You can bring items with glycerin in them like soaps, Vaseline, etc. in cabin luggage as long as the container is 100 ml or smaller. I would not recommend traveling with pure glycerin as it might create security problems for you. I hope this helps and you have a great trip 🤩✈️
