That DPU sounded like an SD70
Most shortlines don't have the money or need to upgrade tracks for higher speed. There's a reason why those lines were cast off in the first place.
Thank you; 1) why we need to put transitors can we connect motor wires directly to the outputs of the CD4017 Ic ; 2) can we use 2N2222 transistor instead of 2N4403?
to answer question 2, yes. to answer question 1, CD4017 only supplies at most ~50 mA which is 0.05 Amps. any motor takes much more current than that, hereby creating the need for a powerful switched supply, like a transistor, MOSFET, H-bridge board, or relay.

myst be another CNN Reporter !!! It says in the writeup that this is "footage from the 1940". The SUV is clearly a later model from the 1970s on through the 80s or 90s.
You used a black and white filter for your phone so this was not the 1940's
