I got B in a different way. "BETWEEN the times that the two surveys were conducted, the average living conditions in L's country had substantially declined." I thought okay lets say they were at 3/10 during the first study and the average living condition for their country was 4/10 ("living condition's were slightly below their country's average"). BUT let's play devil's advocate... so let's say on the 3rd-7th year proceeding the first study, they went up from 3/10 to 8/10 consistently for the next few years, (8/10 is ABOVE their country's 4/10 average living condition). NOW let's say things took a turn the 8th year and decline from the 8/10 ALC to 4/10 when they finally conducted the last study showing 4/10. And yeah of course they will be dissatisfied, they just went from a 8/10 back down, despite it being higher than the 3/10; It's fair to say that they would generally be dissatisfied with the NEW, CURRENT ALC.
