The Communist Enclave or the Red Enclave is the Communist Marxist-Leninist counterpart to the in-universe fascist paramilitary and quasi-state organization, the Enclave, an American deep-state continuation.
On the 23rd of October, 2077, the United States of America was devastated by the Great War along with the rest of the world. Every corner of the mainland U.S. is flooded with radiation, leaving horrific monsters around every corner. Mutant species, including radscorpions, deathclaws, and giant catfish roam the land and seas around the country. Two-headed animals with odd-numbered limbs regularly either feed or attack humans, leaving every inch of the countryside as a dangerous environment.
The Brotherhood of Steel, the Underground, the Raiders, and the Followers of the Apocalypse are some of the groups that have come together in the hopes of surviving the apocalypse together. The Brotherhood of Steel, in particular, uses power armour to survive the day-to-day horrors of life in the wasteland. They hope to control the wasteland while also continuing military tradition in the post-apocalyptic world.
One faction in particular, the Enclave now influenced with Communist ideals, had one goal, not to restore democracy and capitalism, but to rebuild America into a socialist paradise while exterminating every mutant coming into site.
The Red Enclave maintained a heavy presence on the American West Coast along the Californian coastline. Camp Navarro served as a main hub and staging ground for additional red reinforcements from the Enclave Oil Rig 175 miles of the coast.
Premier John Henry Eden utilised Pro-Washington camps across the East Coast (Capital Wasteland and the Commonwealth) and to align support for their cause in hopes to crumble the Brotherhood of Steel and start-up Project Purity.

Cool concept, but unfortunately the UU views life differently than us humans do. They see an entire species as just one organism. An organism that needs to be maintained and trimmed. All the CPs wear masks mainly to remove the sense of identity, and of course the electronics and whatnot. The combine soldiers are just an example of giving an organism a drug to increase efficiency. With that being said, even early occupation wouldnt have an PreWar military structure, and simply be assigned to roles than ranks, directed by ai machinery.

ISA origins were probably what we call now "globalists" so yeah the people of Helghan were the good guys all along.
Gordon, Alyx, Barney and a large resistance squad rewire a combine portal to go to their Overworld and destroy their main base. They manage to defeat the combine, but are cut off and die in the reactor explosion. The remaining rebel forces on earth quickly overwhelm the remaining combine forces. As soon as the Combine are entirely defeated, the most dangerous enemy of them all returns: Human nature. The Lambda resistance quickly disbands, forming militarized parties, each with their own idea of what to do with the earth now. A large splinter group repurposes the left-behind Combine equipment to establish an authoritarian militia, attacking and defeating the various splinter cells. Humanity is now ruled by the iron fists of a dictatorship regime, led by humans who utilize the remaining Combine tech. In the end, doctor Breen was right. instinct was our true enemy. Humanity is back to its old roots
