Oh Council policy! Excuse me, but policy ain't law. And, in any case, land within a local authority area is owned by the residents of the local authority area, not the council. The elected representatives and council officers are trustees. I strongly suspect the Council Jackboot pulled the wool over the eyes of Hampshire Police who willingly assisted him. I suspect he would struggle to convince a judge he and Southampton Council were acting lawfully if push came to shove.

Just when you think that you are down so low that you can’t lose any more along come the council and the police to take what little you have away from you. He should have asked them for alternative accommodation, where could he go ?
