So the rest of that pillar already has some sort of coating to prevent rust but the weld needs to be painted i guess. I was just googling "can paint dry underwater" and it led med to find this video. Apparently paint that "dry" (or rather cures) underwater does exist. Probably not that necessary for most people.

Ladies there's an underwater welding job just waiting for you. You'll probably be supervisor within a couple months... Way ahead of the guys that have done it for decades. If you aren't interested in that then pipelines, oil rigs, power line, sewer pipe and skyscraper work is an alternative.
