The Exalon Quality Management System see: www.exalonqms.co.za is being used on this project. The Exalon QMS system is a cloud based management system that can be accessed by all the stakeholders to monitor progress of the project. This includes the contractor, the engineers, the implementing agent, DoHS, and NHBRC. Exalon QMS is being used on more than 50 projects in the low cost housing construction industry for beneficiary administration, quality control and construction, by implementing agents, civil engineers and building contractors. This QMS system uses mobile devices to do the inspections and it checks the GPS coordinates to ensure that the inspector is on the correct site that he has to inspect. It forces the inspectors to check each point on every structure according to their quality standards specification. It allows the inspector to take photographs and annotate the photographs to indicate any defects. When a structure is passed, the Exalon QMS system does the claims to the DoHS. The Exalon QMS does not allow the contractor to proceed to the next structure until the previous structure has been passed by the engineer. The system works in real time, so that when an inspection is done, within half an hour the inspection will reflect on the cloud based web interface. The projects are displayed on a Google map where each site is shown with a peg where the various colors of the pegs indicate the stage of construction. All of this is live and available to all stakeholders. If you can't measure something you can't control it. Exalon QMS gives the stakeholders the measures and controls, it is management by exception. If anything is not done correctly, the system will prevent further progress on those defective structures. The system also manages subcontractors where subcontractors are allocated contracts per site per structure with all the terms and conditions on a contract. It also does subcontractor invoices/remittance advice and keeps record of subcontractor payments. There is also a materials module that reconciles the subcontractor's contracts with materials drawn from the stores in terms of the bill of materials. Contractors who use the Exalon QMS system can be assured that there will never be come-backs on their quality, they have very quick response time between building and claiming, so that their work in progress is minimal. They also have a much higher production rate than those who are not using the Exalon QMS system. Many contractors run into difficulty because their work in progress costs keep increasing, they have ineffective quality control, so that they have to go back and do remedial work, they cannot control the subcontractors and the materials. Many of them do not even zone and plan the project properly. It is often not their fault because these projects are very difficult to control without a good system. Systems run the operations and people run the systems. Success depends on a infallible system and conscientious people running the system.
