This is legit impossible, Sonic gets stuck on everything and time always runs out as a result...bad design, one of the worst Sonic games by far.

So there is an alternative way to this happening. The dog can be chasing someone, kid I think, into the shopkeeper's hut. Don't remember if I triggered this and then left or what exactly.
