I feel like the student who is turning in his homework 4 years late. I just re-read 8:22 Toyota Kata by Rother (all the cool guys are named "Mike"). It occurred to me that the perfect metaphor for the Software Manager is the (American) Football Coach. Sure, he will tell you to give "110%". He barks orders just like a budgets and schedules driven Manager who is only interested in putting checkmarks in the task completed box. But there is the other side to Football Coaches. They are happy to give players advice on health, diet, strength and agility training and strategic thinking. They even give extensive exercises to improve in these areas. Coaches live and die by how well their players play. They REALLY want them to be number one. They eat, sleep and breath football. Unlike managers (and software developers) who have an utter distain for domain knowledge (just put it in the specification). Supporting the player and improving his abilities is his number one job. Assuming that the intersection of Football Players and Software Developers is not the null set, would you want your old Football Coach as your Software Manager?

I like the idea but I don’t see how you would ever completely eliminate a monolithic relational data store. The services could have their own store to manage state but hitting 26 databases for, say, a customer profile is not feasible.

This is silly. If you have a monolithic system and your search feature usage increases by a factor of ten, you don't get 10Xs new servers, you determine what percentage of the cpu that the search feature uses when determining how much to increase your capacity.

How can we implement this microservice architecture? Do containers and container orchestration tools play the role? If so How?
Containers can definitely help quick, consistent deployment of services - when time taken to deploy and deployment throughput becomes the bottleneck. However if the system is designed as a set of PaaS cloud services there may not be any virtual machines or containers at all. The key components of a microservice architecture are independent data stores for each micro service, and a restful message bus service to communicate between the services. While this is easier to achieve with new green fields projects, it is possible to convert legacy monolithic or tightly coupled applications one service at a time.
