If you manage to do the Downtown Bank on stealth without killing any citizen, you will get rewarded with the "Keeper of the Peace" badge, wich unlocks the Keeper of the Peace suit pattern (Yes the suit is the one shown in the thumbnail).

Primary: Honey Badger
Secondary: P250/G17/P90 (Weapon of choice)
Melee: Knife/Tomahawk (Tomahawk offers more concealment)
Gadget: Brick (You can make enemies move with the brick, and also the brick one shots guards)
Equipment: ECM Device (Allows you to use it to open doors without a keycard [Requieres a Skill] and you can Jam ATMs to open them quietly and steal the money)
-**Skills**
Mastermind: An Apple a Day, Cable Guy, Intimidator, Halt!, Joker (all of these Aced) | Strong Grip, Quickdraw (These 2 Basic)
Enforcer: Pack Animal (Aced)
Technician: Drill Technician, IT Department (These 2 Aced) | In order to get the last needed skill of this tree, you'll need to get these ones in Basic: Eco Sentry, Stable Shot, More Firepower, Rifleman and Surefire (Basic again, dont forget) | Silent Drill (Basic, your drill won't make sound, civilians and guards have to see it in order for them to get alerted by it)
Ghost: Optical Illusions, Second Wind, Chamaleon, Duck and Cover, Cleaner, ECM Feedback, Carrier Pigeon, Parkour, Nimble, Sixth Sense, Infiltrator, ECM Overdrive (ALL of these Aced) | Inner Pockets, ECM Specialist (Basic)
