Finding any concrete information about what is considered a "complete" bestiary in this game wasn't easy, because there aren't any way to track the % like in the previous game and some of the more hidden enemies don't have any entries nor ranks at all. Youmu's phantom for instance does not have any higher rank entries besides Rank 1, despite being possible to upgrade it with Happiness talismans...

It's a very time consuming process to find every variation and character entry, but hopefully this video description can be used as a guide for finding them all. Almost every enemy can be found naturally on your own if you progress through the game, but some are bit trickier to find. I don't understand why they made DUO the villain. If anything Sigma would have made more sense, since he actually did colony drops in his home series, whereas in Classic Mega Man Duo would have stood against Sigma and his Maverick forces.
