Because they were already in the system of the British for hundreds of years. Easy to control, don't know the jungles. Then the British made sure Indians were scared to leave the plantations because "Fijians might eat you." As they enslaved the Indians in the plantations, they locked Fijians in the villages. Fijians were not allowed to leave their villages up until the 1920s. You required a pass and only for a few nights. If you're a woman, forget about leaving the village.
