As it was said, the vultures always go somewhere up the screen wherever you can see them hunting 2. Scavs and Iterators have some centuries long beef with each other 3. Elite Scavs wear modified Vulture masks like a trophy 4. It's possible that Scavs decided to raid Metropolis in order to get rid of Vultures(They failed due to being unable to reach higher nests) 5. No matter where I go, if there are scavengers in that territory, there's always at least 3 unmasked Vultures nearby

I have a theory Vultures are descendants of king vultures, meaning that normal vultures weren't designed by ancients Meanwhile, king vultures were used as a TRANSPORT (vehicle) to use in cities (because there's no roads to ride) Their harpoons probably not always were harpoons, maybe it's security tools to catch ancient that accidentally fell down, and kings sharpen their tools to use them as harpoons, or these tools just naturally were turned into harpoons (sorta evolution) Their masks can be identifier (like car's number), and their killment of unmasked vultures can be an instinct that ancients gave vultures, to prevent illegal driving
