As someone of ethnic ancestry, I'd be really pissed off if Michelle Pfeiffer, a blonde blue-eyed WASP if ever there was one, was playing an 'Italian American,' especially if the Cobblepots are 'supposed to be' old money WASPs. Like, sure, Paul Reubens and Diane Salinger (both Jews) and Danny DeVito, an Italian-American married to a Jewish woman, and an actor with brown eyes and dark thinning hair, REALLY scream 'WASP', don't they? *sigh* No, go with LOGIC. Clearly Selina *Kyle* (a Scottish name) is a pure WASP. Just cos she's living in Gotham as a secretary, it doesn't mean she's from an ethnic working-class background, and CLEARLY the Cobbelpots were assimilated ethnic minorities. It wouldn't make ANY sense to cast the most ethnic actors in the film, otherwise. As an aside, Pfeiffer did play an Italian-American very well in Married to the Mob, but in that film she was made to look a bit more ethnic, with the dark hair, and she was surrounded by other WASPy actors (like Alec Baldwin and Dean Stockwell), as well as a few Italian-Americans, playing those parts. But at least in that film you had Matthew Modine playing the WASPy FBI guy. Not, say, Al Pacino or Joe Pesci.
