In Ontario the police and Ministry of Transportation in Ontario are governed by one set of rules when dealing traffic violations that's the Highway Traffic Act of Ontario. As a AZ truck driver this point is taught when learning specifics in accessing how to accomplish drivering safely in and out of private loading areas. For example a fully loaded truck and trailer with a gross weight of 90000 lbs approaches the exit from the loading docks to return back on a road where a stop sign faces them before the exit does not have any legal obligation to stop at that stop sign as it is on private property and does not apply to the highway traffic act of Ontario. When there front tire touches that road only then does the traffic laws apply to them. Why is this taught, because sometimes a truck needs the momentum to get from the private loading lot onto the road. There are no rules in Ontario that enforce traffic laws on private property, law enforcement can only use 4 sets of laws in Ontario to police its citizens. The criminal code of Ontario, the highway traffic act of Ontario, the municipal by-laws and the regional bylaws. In some places where the RCMP enforce the law they also have the criminal code of Canada and in the rare case where the Ontario Provincial Police are on waterways they can enforce boating laws according to the Canadian shipping act and hunting and fishing laws under the fish and wildlife conservation act of Ontario.
