Installing Navy programs on ships and submarines (Ep. 26)
This is the first episode of “Technically Speaking” for the new year of 2025! Co-hosts Chelsie Holloway and Alex Jackson begin with sharing their personal goals for the next 12 months. Then they invite 2 experts on to speak about how NIWC Atlantic is involved with the installation and modernization of technology on Navy ships and submarines.
Mr. Herrman, NIWC Atlantic installation planning and execution competency manager and Mr. Ashley McGee, NIWC Atlantic new construction and installation planning competency supervisor; explain how the command directly supports the Navy fleet by providing installation, modernization, and sustainment services for communication, command, control, computer, intelligence, surveillance, and reconnaissance (C4ISR) systems on both surface ships and submarines.
They share the importance of ensuring the various technologies are up to date due to their direct connection to the performance of capabilities such as communication, navigation, detection, and more.
Then go on to proudly express the large reach of the installation and modernization workforce at NIWC Atlantic. Their engineers and technicians work side by side with sailors on various vessels and navy yards to share expertise and deliver a state-of-the-art product.
Next, Alex chats with this episode’s “Military Moment” Chief Joshua Mitchell, NIWC Atlantic Naval Air Traffic controller about his work analyzing terrain for instrument flight rules.
Finally, it wraps up with Chelsie and Alex sharing their predictions for the year ahead.
This show depicts an example of the close connection and collaboration NIWC Atlantic civilian employees have with the active-duty Naval Fleet.

I will personally attest to if you're not practicing your manuevers and applying different scanning techniques within training to have 360 security, Blackhorse will get you where and when you least expect it. Think outside the box for LSCO. Break old bad habits. Integrate yourself within the staff to build team cohesion and help translate situational awareness to situational understanding during rotation. I’m currently a 1LT and the Primary Hand Receipt Holder (PHRH) for our HHB Battery while the rest of the unit is on rotation. I’m preparing to transition out of the Army soon, and I’m facing what I believe will be a major FLIPL. I could really use some advice or insight from anyone who has been in a similar situation. Here’s the breakdown: Initial Handover Issues: When the unit split for deployment, the property book was divided between me and the deploying battery commander. The process was rushed, and we didn’t finish the handover properly. I signed for property I felt comfortable with, and the commander said the rest would be handled later through lateral transfers. Lateral Transfer Problem: After the deployment, the forward-deployed supply NCO was directed by the battery commander to lateral transfer all the leftover property to me. I never signed for this, but since the supply NCO was on my signature card (to help with turn-ins), they processed the lateral transfer on paper as “from the supply NCO to the supply NCO.” This caused my property book to balloon from 26 pages to 47 pages without my approval. Rear-D Challenges: No Sub-Hand Receipt Holders: It’s almost impossible to assign sub-hand receipt holders in Rear-D because people are either deploying soon or leaving the unit. No Time for Layouts: Despite informing the Rear-D Battalion Commander about the situation, I was never given time to lay out the property. We had daily meetings where new tasks were assigned, leaving no time to resolve property accountability issues. No Cyclic Inventories: Monthly cyclic inventories (20%) haven’t been conducted in Rear-D, supposedly due to manpower constraints, as directed by the PBO. My Concerns: I’m trying to do everything I can to hand over my property correctly, but the systemic issues with the initial handover, irregular lateral transfers, and the challenges of being on Rear-D have created significant gaps in accountability. I feel like I’ve been set up for failure, and I want to avoid being unfairly held liable.

My Dear you are not a coward…you made difficult decisions in a difficult situation. Lt Col Schroeder sacrificed for a lot of people that day and that probably was something you were not going to have control over and change anyway. You’re human so survivors remorse is inevitable…stick with your therapy, your support system and your faith! Thank you for allowing me to hear your story of survival.

A top -notch research group and great podcast from the two learned gentlemen. Their paper on the PCH191 was highly instructive and sobering. Author Joshua is a real asset. The colonel is equally gifted I'm sure but to a non-American like me, the use of strong ideological language gave me, even as a Brit, slight pause. As it might also to listeners from the 'Global South'. The sense of 'Global Cop" of the IRBO was palpable. For example, people will genuinely question why the PLA "colludes" and are "colluders" with authortarian states (true) when the US also heavily "colludes" with Saudi Arabia, UAE, Eygpt and Vietnam, all authortarian states?? Instead of course they are "Allies and Partners". But does not the authortarian PLA also work with non- authortarian states such as naval drills with South Africa and Indonesia? Such language is why BRICS will be unstoppable. Britain was the global cop once, now it's the US. Next could be China. If I had to choose, I would choose the US but I honestly don't want WW3 to defend Taiwan. Does the US?

interesting perspective but does not acknowledge enough the RE sector moves that the US has already made with its need for RE processing (e.g., support for Ucore, MP, Lynas and REEMF) and magnet making (VAC, Star Group) within US borders and in AUS with US backing of ASM, Then, AUS has its own support for the likes of within borders Arafura and Iluka. Military and commercial RE need support is already emerging via gov moves in the ROW RE sector. GLTA - REI
