Would a 7600x perform similarly or better than the 5800x3d paired with the 3070?
It will be slightly worse than the 3070 and a 5800x3d but it will still give you great fps

if my pc cant run 165 fps but i have 165 hz do i keep it capped at 165 or less
What you should do is cap your fps at what you can run and then switch your hz to that fps

(this did work but still fps is dropping)
well you can switch to performance mode 1080p low settings, you might have things in the back ground that could use up cpu usage so make sure maybe your power supply is not good like not enough watts you need about 750 to 800 watts but if you need more help just let me know

I have an rtx 4080 super and 14900k and have 200-300fps performance settings......why...
I have a friend with a 4080super and a i9 13900k, and he gets about 300 to 450 but things that could affect it would be what quality like 1080P 1440P 4k, as well as you could have many things in the background open tacking up cpu and gpu usage but if you want better fps I’m dropping a video at 4pm that will help you with that.
