Sorry for not getting it back to you as soon as possible I was at work and then forgot about it. But I have an idea for a few things that could be the issue; 1: How many artifacts do you have it should be no more than 20+ or 30+ (some of them are DLC'S) The rest you have to find in game. 2: I'm not sure beating the extra missions deals with anything but it's worth a shot. (Though I'm pretty sure that has nothing to do with doing new game plus) 3: when you start a new game plus, you have to do it on a save file that has the one with you completing the game (it should be the one with a star symbol right next to it) because if you do new game plus on a save file that does not have a star on it, then even with the artifacts is only going to bring everything from that file and not the one from the completed side of the game. You also have the option to pick and choose what you can bring in the new game plus and what you can choose to leave out. But once you started though you can't undo the change unless you start another new game plus. Just make sure you keep a file of the completed story mode because if you got rid of it then you going to be left only able to transfer the lower level items or whatever you accomplish so far from your previous save file.

I'm not sure but I believe it's still possible
