The reason is to simulate fluid dynamics in road cars and older race cars to change the handling characteristics of a heavier fuel load beyond a simple weight increase. Modern racing fuels contain a special foaming element to them that fills the empty space in the tank to neutralise fuel slosh, thus keeping the weight of the car balanced. Road-spec fuels don't need this foam and older race fuels didn't have such foam invented at the time meaning the weight shifts more freely under changes of direction & speed.

I'm not sure if I understand the tech demo right but it seems to be able to simulate not only the fluid level but also the change of center of mass of said fluid. It would be interesting to see if it would make sense for simulating the weight of fuel sloshing about as you drive. For normal cars it might make little difference but for lightweight stuff like the 60s Grand prix cars or GTE cars it could make a notable change to the model.

You are correct. The car's body is affected by the dynamics of the center of mass and waves.
