this same sound appears as a theme for a biker gang fighter in Baki the grappler (original 2001 anime) too. Some people commented it was the godfather theme so I found this japanese video th-cam.com/video/aEnK4Hywj2k/w-d-xo.html
The original and full version is the Godfather theme actually. The horn in the anime, plays that theme with a higher pitch and faster thats all. Search "Godfather car horn"

@@neji1629 haha nah, prolly a sound producing company in japan has tonnes of sounds provided for animation teams, kinda like boom library, which I believe is used by netflix or marvel for sound effects that japan sound company is probably the one responsible for the reason you hear the same cicada sound effect in many anime
