The belt thing is called a molle system, its made to attach bags, pouches and holsters which thread through those hoops and then stay in place. Like you said, its not really a practical thing to have on a duffle bag, I've never found a use for it on a bag like this one, but it's useful on a vest, backpack or belt.

I started to learn marvelous designer with your tutorial because I was interested in something like that bag. I did the same exact steps and in the minute 3:32 when it's suposted to inflate the bag, in my scene, the bag flies away like a balloon. What should I do? Thanks :D
