while primary testing time secondary should be shorted & earthed & secondary IR doing time primary should be earthed..those details not informed sir..just for information.

@@electricalvathiyar1753 earthed in other end not for Saftey else values will come in Mega ohms instead as Giga ohms..if you have doubt you can trail IR values with & without opposite end earthed.

Whats the size of cable and how many street light we can connect in 800A feeder pillar?
For 800 A you have to minimum lay 2 runs of 4CX 240 Sqmm depends on the distance and voltage drop. 800A is huge. The total lights will be depending the voltage drop of the connected load and wattage of the lights.
