Hi, the initial condition was specified at time t = 0. So in equation (1) both t and vc are put equal to 0 in order to find the value of K.

Are you sure? Pdc is equal to output current?? I am sure you know that one is power, the other is current!!!
The forward drop of the diode and the Vce(sat) can be assumed to be equal to 1 so the dc power loss is equal is essentially equal to the output current. Thanks for pointing out. I might not have explained it in the lecture.

Optionally, the total power dissipated in the two resistors is the total voltage squared divided by the the sum of the resistors = 20*20/(R1+9R1) < 0.1W, so 400/10R1 < 0.1 making 400 < R1 and then 3600 < R2. It makes the maths a little bit simpler. Incidentally, not every opamp will drive ±20V so you might have restrictions on your choice.
