80% of the IRS is retiring in the next decade due to hiring freezes in the 80s and 90s because of budget cuts. Those are supposed to be their replacements. Almost all of those new employees are low level file clerks, data entry, IT specialists, HR people, facilities management etc. Only a small fraction of that number are Revenue Agents. If the federal government has no functioning Internal Revenue Service, then they have no revenue. That will cause an economic and societal collapse. We're already trillions of dollars in debt.

You cannot help having a period. Only a portion of fertilised eggs may fail to implant but this number is way below 80%. And the vast majority of periods are unfertilised eggs anyway. This shows a lack of the basic understanding of women’s obstetrical and gynaecological health. Everybody knows that if an egg fails to be fertilised, the uterus sheds itself (menstruation). Can someone explain to me if I am misunderstanding Carlin, or if he is just extremely uneducated on this.
