That’s the Peace Bridge. Goes between Buffalo and Fort Erie. Inside that break wall is the Black Rock Canal, right inside the Niagara River. That canal was originally alongside the Erie Canal, which used to run immediately underneath that highway to the right (the 190) until it ended at the Buffalo Harbor/Lake Erie. That break wall is also a walking path you can still access today.
