He was clearly way too sick. When a wild animal acts like domestic, they're either sick or injured, and chooses to try find food in a easier way, getting closer to humans

The Raccoon is sick
Likely distemper, I found one like that several years ago near our boat. Soaking wet and shivering he looked at me so pathetically wrapped him up in my jacket liner and called animal control. They eventually showed up and took him to euthanize, said they had many, many cases and nothing could be done
