How does that count as unnoticed when somebody literally got sniped in broad daylight? Not one person even flinched, they just looked around and were like, hmmm seems legit.

Technically, nobody saw it. Nobody was looking at her when the shot was fired. They looked around when they heard the shot, but the body was already out of sight by then.
Maybe they don't actually care because they're all in on it? One of the NPCs says "The Constant knows what he's doing." So maybe they think the Constant executed her because he wanted to?
