Does it work while it's charging? So can you use it "corded"

You need to talk louder or fix your audio device cause I can't hear you! Had to use closed caption!

Does it only work in contact with your skin? Can it reduce the temperature of your surroundings, eg if your chair retains heat and you wanna cool it down, would it work?
