Himbo, not at all. His humor is very often a sign of his intelligence and wit. Sure, he's fit. In fact, back in the 90s when he climbed out of the pool in the red Speedo, a lot of nerdy women took notice. I think I recall a song about him that some young woman wrote. Mulder was charming and sweetly goofy at times but never dumb. He seemed a bit odd to some because he had the courage and intelligence to challenge the accepted, pushing back against the status quo, and vehemently believed in himself and his mission. He had the courage to believe that what many labeled as "impossible" was, in fact, possible and he chased it with all his heart and determination. Of course, Scully even said in the movie that's why she fell in love with him, his relentless seeking of "the truth."

Honestly I think it's a personality thing. He's obviously not stupid - bros a freaking genius. Mulder simply refuses to make that an advantage. Instead of using his brilliance and hard work to manipulate and get personal gain (I fully believe he's one of the most intellegent FBI agents in that building), he chooses to stand up for what he believes to be right. Since Scully is like the only person ever to take him seriously, he really only truly acts like himself around her. He doesn't know how to act in front of her, so he just gets nervous and acts like an adorable idiot. It's not that hes only a himbo, but he's a himbo whenever the conversation dulls and they don't have anything to talk about, or maybe even to just entertain himself, seeing how weird he can be before Scully reacts. Bro is really smart - I think it comes down to social skills. He doesn't know what to say and a blank pause is even more awkward, so he fills time. Think back to when Queequeg died. Mulder literally asked Scully if she would ever cannabbalise someone - while STRANDED on a sinking ship, on a lake containing a creature that just ate her pupper.
