He got it completely flipped. Lelouch should've been Tony, and Suzaku should've been Steve.
Not exactly. Suzaku believes that change will come by working through the system. So he is likely to side with a Sokovian Accord-like stance. Lelouch, on the other hand, will do anything to create a better world, a more extreme version of Steve's stance in the comics' Civil War.

+Sam Perry In terms of the sense of justice you are 100% correct. The reason why I made Lelouch cap was primarily because of Tony's line in the trailer about "accepting limitations." In my eyes Suzaku deciding to change the situation from the inside was accepting his limitations while Lelouch was given the power to break through them. Of course a lot of it also just comes down to things like clip selection for editors :)
hmm...that's also true. Just sorta seems to me that Suzaku is a lot closer to cap. And Nunnally is the winter soldier...we're ust not touching that lol.
