I noticed this happens when you start a new game inside your current game. You should start a new game from the main menu to avoid that. This have been confirmed by other players on Steam forums and Reddit. Also, sometimes you have to be sure if the population wasn't wiped out by wildlife or enemy factions. Other times, it simply fails to load correctly. That's Kenshi for you...

Yay it worked!

Importing *usually* fixes empty city bug. But I just entered Catun, and importing had no effect. Also: no loot, furniture, etc. Also, in Catun, and every building had header "No Faction" as part of building tooltip descriptor.

Bro tsym!!! I consider you the best person to ever exist in this game i love you. I have literally been days frustrated because of this bug. Then i happen to stumble upon this video. Tysm man
