As far as I recall, two major contributing factors to them not doing Buu Saga was creative burnout, and the external stress and pressure on their team (which includes stuff like the copyright claims).

Fun fact: did you know half of the actually well written characters that disappeared from the franchise literally only did so because Toriyama forgot about them? Or that Chi-Chi literally only became an overly traditionalist parent so Toriyama could have a dedicated hate sink that wasn't someone to be killed off? Or that Toriyama specifically made other characters weaker to make Goku's training seem like it paid off that much more? Hell, the Great Saiyaman wasn't even remotely bad for Gohan's character because it actually made sense that he wouldn't want that kind of attention all the time. No, it was the fact that Toriyama only made him weaker than he was during the Cell saga so he'd have a narrative excuse to make Gohan return a torch that had already been passed to him.

As someone who grew up on Dynasty and Beverly Hills 90210 I always wished they could have done a more glamorous version of Scooby Doo! Where everyone is drop dead gorgeous. I know WTF! very unlikely. Sorry! I'm shallow. I envision gorgeous Fred rippling with muscles and a huge bulge working out a sweat at the gym when thru the window he spies Daphne getting picked up by her douchey friends. Fred is an exterminator who catches wild animals for a living. Daphne is Daphne: beautiful, spoiled, rich. Exactly like what you picture Daphne. Velma is the biggest departure from all the iterations. She's still a genius but pretends to play dumb so that guys would notice her. And this Velma actually cares about appearance. Imagine a more chic Kara Danvers(Supergirl). When we first meet Velma she is in a vulnerable spot. She's naked in bed covered only by a blanket and her then boyfriend/arm candy is in a rush to get the hell outta there. So he makes up some lame excuse and leaves without even kissing her goodbye. Velma and Daphne used to be BFFs but had a falling out. Flashback to a lavish party where the FEDS barge in and arrest Mr. Dinkley for fraud and embezzlement. Everyone stares at young Velma and she begins to cry but is comforted by her mom. The Dinkleys are banished by the social hierarchy and seek refuge in the only property they have left. A dingy old dusty bookstore. Fred walks in one day and checks out a book and immediately notices the stunning Velma. He asks her out on a date and she giddily accepts. During the date they bump into Daphne and her consort. Daphne apologizes for never corresponding back. Daphne and Velma hug it out and make up. Daphne of course notices Fred and it soon turns into a love triangle. The consort is irrelevant. Then Shaggy arrives in typical fashion. Being reckless and accidentally crashing thru the window, high as a kite. Norville is one of those hipster types but looks like one of those male models trying to look nerdy but everyone knows is hot. Daphne takes care of everything using her trusty credit cards. And the gangs all here. Little do they know that their actually more connected to each other than they think. No their not related! Their parents are actually all part of a secret society. Think Marvels Runaways. That includes blood rituals, sacrifices and maybe even aliens? And so the Mystery Begins! The Mystery Machine by the way is suped up and not dilapidated. Scooby is Scooby. Shaggy only hears him speak when he's high. What do you think of my au courant version of Mystery Incorporated?
