@DrDavidPhD it's called a stanchion, they are used for grooming sheep and goats. It actually keeps them safer and no it isn't a long-term thing. You'll find that all animals that are shown have unique tools for grooming designed for safety.

I forget the name of the product but there is a fly repented that comes in jugs we would pour it in cups and toss it on the backs of cows, since you can get that close it shouldn’t be an issue getting it on her.
Build a mister that is based on motion detection and put a salt block under it to entice her/distract from the spray. Similar treatment that they use for tick prevention on kangaroos in Australia.
Bring in birds that will roam with them and eat the flys
