For UPSC exams you don't need noc from government departments you just need to inform your department that you have applied

Hello Yes, sub-inspectors who have completed 5 years of service (including a training period) are eligible to appear in the LDCE. Sub-inspectors from any paramilitary (i.e. CISF, CRPF, SSB, BSF, ITBP) can become an Asst. Commandant in their respective force after clearing the LDCE. Dates are subject to change. This is taken as an example. Hopefully, Your doubts have been removed now. The LDCE for Assistant Commandant conducted by UPSC requires candidates to: Be graduates from a recognized university. Have four years of regular service as Sub Inspector (GD) or Inspector (GD) by January 1, 2023. Maintain a clean service record until the appointment. Be under 35 years of age as of August 1, 2023. NCC 'B' or 'C' certificates may be considered during the interview. Thank You. All the best.

Tattoo Clause: (a) Content: Being a secular country, the religious sentiments of our countrymen are to be respected and thus, tattoos depicting religious symbols or figures and the name, as followed in the Indian Army are to be permitted. (b) Location: Tattoos marked on traditional sites of the body like the inner aspect of the forearm but only the left forearm, being a non-saluting limb or dorsum of the hands are to be allowed.
