Some type of escrow system needs to be built. A system whereby a tradesman gets paid 40% of the money upfront. A good Jamaican law firm needs to be partnered with to deal with the paperwork. Only trusted tradesmen in Jamaica (With references and positive reviews) can get work from the service. Some type of Supervisor would be required to visit the various sites where work is being done. They will check quality of work. Only when work is 100% complete as contractually agreed does the tradesman get the other 60% of the money.

When I was in mobay, the amount of unfinished homes I used to walk by was incredible. All I heard was "They're building this home from America England or Canada". Years go by, the house not finished. You have to be there..

Canada has changed a lot. I have been up there 6 times and it was clean, quiet, no homelessness In the 1980s.
