I see everything wrong with this. After paying several taxes, why should business still contribute to government coffers and let government decide how the funds are used? Is this a liberal polity? What is (private) property and who decides the use of it? If at all, I'd rather we let the businesses decide where and how they disburse their philanthropic funds. Government can only, perhaps, set a minimum threshold and then be an observer.
